Research on innovative processes in public procurement Helsingborg

The overall aim is to create increased knowledge and understanding regarding how a municipality works with public procurement for innovation to support and develop innovations related to environmental sustainability. Further, focus is on how this work influences the culture in the organization and in surrounding society. More specifically: how a municipality identifies and organizes such processes, how involved actors understand and make sense of them and the result, and if and how they influence the organization and surrounding society. A qualitative, ethnographic inspired research approach will be applied in the project. The researcher is in the organization for a longer period of time, which makes it possible to create understanding about the organizational culture. Theories from the field of organizational culture will be applied to answer the overall aim, that is to say, focus will be on norms and values. Little research has been conducted from within a public organization to understand public procurement for innovation. And further, if and how such processes influence the culture in the organization. The project creates knowledge and understanding regarding how municipalities can organize themselves, if they consider that that they want to take an active role and work for long term sustainable environmental innovations.
